The Globe and Mail reported on June 7, 2017 that Justice Paul Perell ruled physicians at the Oak Ridge division of the Penetanguishene Mental Health Centre subjected approximately 1,260 patients to torture through unethical experimental programs between 1966 and 1983, including solitary confinement, the administration of mind-altering drugs, and CIA-developed brainwashing techniques.
